A headless female body must have been the idea of someone about whom clearly no one wants to know about. It's not that I know of them. ;)
Indicative of the female sex appeal, this design is mostly used to portray a either a sexy lead, or a model, or an actress starring in the movie. As always, there are a few exceptions in some cases.
However, some movie makers simply use it to target and lure some suckers into watching their films which has no such character whatsoever. In that case they only use a female model to promote their movie, by misleading the audience.
